How we get there doesn't really matter

For scenarios sake, say an insane IJA army officer launches a major raid on Hong Kong for the glory of the emperor - British servicemen and many civilians are targeted resulting in a massive diplomatic crisis and a DOW by Westminster

What I'm really wondering about is if the Japanese Navy could actually beat the Royal Navy both based in the east as well as the ones sent from the west.

How did the two forces stack up at the time and what, if anything could be gained in victory for either side?

The other problem here is that a majority of japans Battleships are being refitted or in one case not in commission as a battleship (the defanged Hiei)

Depending on when in 1936 Japan might have only 3 Battleships in service (The Partially modernised Fuso, the fully modernised sister Yamashiro and the modernised Kongo class BC Haruna)

And 3 of 4 Carriers are available Akagi being modernised at Sasbo between 35-37 (so Kaga and the lights Hosho and Ryujo are available)

So at sea they are badly out numbered
 
If Britain commits heavily they will beat Japan, the real question is will Britain commit or feed the Royal Navy piecemeal into a Japanese meatgrinder.
