Voting Rights Act dies in 1982

The National Voting Rights Act of 1965 needs to be extended from time to time (about every 20 years) when running for President in 1980 Ron Reagan said he wouldn't Extend the act, two years latter he went back on that and backed the extention, but what if he didn't and the Act died in 1982 what would the USA look like with 26 years with that Voting Rights Act?
 
Uhm Race riots for a while after possibly a much smaller black population, which is actually bad for me since a lot of my friends are black :(
 
If Reagan's letting the act die does nothing, than all you get is a big furor in the media that is probably forgotten by the time of the Grenada invasion.

However, if some parts of the south actually use the bill's death to enforce stuff like poll taxes again, then yeah you'd probably get riots across the South. After the mess in Miami in 1980 and the Greensboro Massacre any revision of voting rules against blacks would turn Miami, Atlanta, Raleigh, New Orleans, Detroit, Washington, Norfolk, Los Angeles and Chicago into a burning mess.
