Vlaam (Flemish) and French speaking Kongo

Hi,
At present, French is widely used in the Democratic Republic of Kongo (former Zaire), as this used to be a colony of Belgium.

Since Flemish and French are both used in Belgium, why are both languages not used in DRC?

How to make DRC Flemish - speaking?

While Belgium might be a bilingual country, in the 19th and early 20th centuries, the language of government and the ruling classes was French. I have seen bilingual signs in old colonial era train cars, but I imagine the presence of Flemish never extended much further than the Flemish expat community. A hundred years ago, the situation in Belgium was the complete opposite of today. Wallonie was booming with industry and money while Flanders remained a land of poor farmers whose greatest export was people.
