Virginia abolishing slavery?

hey in a TL i'm writing i was thinking of having Virginia begin the process of abolishing slavery sometime in the 1820's. My thoughts were for them to first start with making all slaves free born & then in the next 10-20 years start a 5-10 year program where the government buys back the remaining slaves from their owners & freeing the rest that way.

What i was wanting to know was 1.) What is the best way to get Virginia to start doing this? 2.) Will the way i thought of doing it actually work? & 3.) if it does could this end up getting at lest the upper south states to begin their own similar process?

Any input would be greatly appreciated thanks.
 
You could have the removal of the international slave trade hit Virginia harder than OTL. Not sure you could even have a “government buyback” of slaves in the first place.

I would have thought that would have perpetuated slavery in Virginia. Their soil might get eroded, but they can still breed slaves and sell them to the Deep South. Of course if one factors in the cost of feeding and caring for a human for, say fourteen years, then it might not be that viable. Not unless the demand is really high.
