Victorian "txtspk" or similar

Given that in Victorian times, telegraphy was charged by the word, the Victorians came up with some inventive (and grammatically horrible) circumlocutions to get their meaning across with as few words as possible. What if it had been charged by the letter instead? Would they have pre-invented modern "txtspk", missing out most of the vowels, perhaps?

Probably the development of more codes or cyphers rather than textspeak or textlettering (is that more correct?). With codes, or substitutions of words by letters or numbers, more can be conveyed with fewer figures.

Hmmmm....

Firstly, what could cause this?I'd think that charging it by the letter would be less efficient then by the word, which would be why it wasn't charged by the letter in the first place. So the first step is to find a reason for this to happen.
