Viable Progressive Party after TR victory in 1912?

My question is this, can the Progressive Party founded in 1912 establish itself as a viable third party on the national level if Teddy Roosevelt wins the 1912 Presidential election? Let's not worry about the exact specifics of a Roosevelt victory, that's not the point of this thread.

However, let's assume that the Progressives win about the same number of seats in the HoR (~9).

Personally, I think the Progressive Party could collapse even if TR wins. The Progressives will have to use the momentum of the presidential victory, but if Roosevelt gets bogged down in a quagmire with a Democratic controlled Congress, support could collapse.
 
To be honest, only TR had enough energy or fortitude to actually split the Republican Party(hell, he took away the majority of it's votes). So unless he lasts two more terms or so, and we start getting Progressive Congressmen and Senators, I doubt it.
 
It would have been difficult, but TR might have been able to do it by:
1. Attracting his GOP supporters to the Progressive Party candidates in the Congressional elections of 1914.
2. Splitting off a significant portion of the Democratic Party. With a Wilson defeat, the progressive wing of the Democrats might be in play if the Cleveland/Clark conservative wing tries to make a comeback.
3. Emphasize support for womens suffrage. The Democrats and the GOP were cool or split on this issue and a continuing, even increased, support from the Progressives and TR might bring about an earlier Nineteenth Amendment or at least more states allowing women to vote at the state level. These new voters might be Bull Moosers.
4. Black suffrage. The GOP had a lock on Northern Black voters. TR is the one man who could break this lock and perhaps even pick up some Democratic northern liberals who frowned on the open racial prejudice of the Southern Democrats (including Wilson).
Possible, yes. Probable, no. But TR was the one man who could do it if his health holds up. The issue of WWI and American participation in it is such a big wild card that I do not know how to deal with it at this time.
