I have lots of my own incomplete maps to finish so I’m not exactly starved for ideas, but what is it?
How about a map of the East African Federation? I know it's a common FH trope, but we could subvert it by having the federation collapse Yugoslavia-style!

Definitely an interesting map idea but I don't think I'll be making that any time soon. Feel free to make your own map or collab with someone else.

A surviving Yugoslavia... I think giving Neum to Croatia might help them cope with having to put up with giga autonomous Krajina. Interesting Belgrade borders as well. In that case Kosovo borders would probably be redrawn as well to take away the North (1960s borders iirc) and give them the Presevo valley. But not doing so perfectly encapsulates the implicitly sclerotic bureaucracy of this state.

Giving Croatia Neum would probably help but in the delicate balance of power, the Serbs can’t appear to be conceding too much to Croats for Serb rights. President Stambolić barely managed to avoid being blamed for giving Herzegovina autonomy because Ante Marković was still in charge when that happened.

Belgrade was another concession to the non-Serb republics “look the capital technically isn’t in Serbia”, but the capital district only took the urban core basically.

IIRC it was just Leposavić, not the whole north that Kosovo didn’t hold until the 50s. The thing is, ITTL, the Albanians are practically the only group the Serbs are actively repressing, basically they work with with the Bosniaks so that provincial autonomy can be curbed and both Serbs and Macedonians worry about the Albanians in their respective republics. As such, the Serbs probably want to keep Leposavić in Kosovo and Preševo out to boost the local Serb population. Kosovo and Krajina are effectively the distractions for Serb nationalists to keep tensions from flaring up in Bosnia. Well, Stambolić genuinely cares about these areas, especially Kosmet, gradually curbing the autonomy of Albanians in Kosovo, though not doing it quickly and bombastically as Slobo tried to IOTL, is sort of his pet project, this isn’t “socialist Yugoslavia continues” it’s a different sort of mess. One far less bloody than the OTL wars but not exactly sunshine and lollipops. So it’s not as much bureaucracy as it is nationalism and the personal desires of the president that are keeping Kosovo’s borders as they are. The arrangement that the republics leave each others’ internal policy alone for the most part is what allows this shaky federation to hold on, so the Serbian government is more than capable of making the territorial changes without pissing off the other republics and even without getting caught in their own bureaucratic quagmire, they don’t do it by choice for the time being (though who knows what they might do once they finish mopping up the KLA which in 2011 when the map is set is holding out in the mountains and is suffering a similar phenomenon to the OTL Chechens: gradually taking on a more Islamist tone as it loses ground and men and comes to rely more and more on mujahideen volunteers from abroad for aid).
