The Vandal Kingdom does not fall to Justinian. How does it develop and could it have resisted the Arab invasion?

Well, the only way to keep the Vandal Kingdom from falling is to divert the interest of the Byzantine Empire. Once Justinian decides he wants to conquer Roman North Africa, they're going to have a next-to-impossible time stopping him.

Perhaps they would accept tributary terms? The Vandals agree to provide troops for the invasion of Italy as well as monetary tribute. The Byzantines certainly had no particular objection to deals like that, and once the Byzantines withdraw once again from the West, the Vandals can regain their independence.

Maybe if for some reason Justinian goes for Italy before Africa, and that committment means that he can't then spare enough troops to attack Africa as well...

Why did he go for the Vandals first IOTL? As practice? Does anyone know?

I believe it was because the Vandals were more of an issue at the time Justinian decided on that campaign, and he decided to go for Italy only after that was done.

Honestly not 100% sure, but I don't think it was practice or anything like that - the two were (theoretically) justified by different reasons, unrelated to each other (beyond the "restore the whole Roman Empire" dream).

They were bound up in a civil war, and were noted persecutors of the Chalcedonian Orthodox bishops of Africa. Plus, there was unfinished business between Constantinople and Carthage given the defeat of the 468 expedition.
