USSR annexes the PRC

Ain't happening. Mao OTL had to contend with making USSR basing rights in Port Arthur seem like something other than blatant imperialism, let alone all of China.
 
Conventional wisdom says that the cultural and population dynamics then at work effectively preclude this from ever happening.

That would be using modern populations, which don't really mean much in this regard.

Let's say Mao dies or is replaced and relations between the two don't start souring, thus the least unlikely tim fro this would be the late 1940's, at which point the Soviet Union had a population of around 180 million while China's was around 550 million.

It would only make sense if this happened pre- Japanese invasion when the Commies still were just a small faction in Northern China. Stalin wouldn't agree to it at that point because the USSR and Kuomintang China got along well at that point in time.

Still doesn't really make any sense though.
