USSR against any Nuclear Non-Proliferation Treaty

What if the USSR had decided that a Nuclear Non-Proliferation Treaty would be a bad idea because the USA was much more likely than the USSR to be constrained by the proliferation of nuclear weapons (for example to Vietnam or Cuba) and because nuclear weapons were already available to all of NATO?
 
The only other NATO country to have nukes in 1968 was Britain, all others were 'dual key', however they were US owned weapons and I doubt the dual key would be any obstacle to the US if they decided to use them.

Your PoD assumes that the USSR actually would want other communist countries to get nukes. I think they much preferred being the only one (besides China at least). Makes vassals remember their place if they need the USSR to protect them from the evil Yanqi imperialists. With a nuclear deterrant of their own, puppets might get strange ideas.
 
I dont et what the whole Soviet protection of nukes was.I mean without them NATO wouldnt realy stand much of a chance until the mid eighties.
 
Why would any nuclear power want to proliferate technology that increases their standing on the world stage? There were no gaurantees that the reciepiant of nuclear technologies wouldn't proliferate that technology further. In the end we would see a world where most states with the financial ability to sustain such weapons contained them in their arsenal. Nuclear Non-Proliferation is one of the few instances governments have looked at the long term effects of a policy rather than the short term. :)
