USS Indianapolis questions

1. The Indianapolis is torpedoed while zig zagging, Navy doesn't realize she is lost as per OTL. Is McVay still scapegoated?

2. Indianapolis is not sunk, does McVay become an admiral like his father?

The second question is hard to answer.

As to the first-the Navy did not want to look bad given that she didn't recognize that the Indianapolis was missing until 4 days after she disappeared. I am afraid Captain McVey would still be a scapegoat. The Navy would have found some reason to blame him.

Besides which Ernest King still had a score to settle with Mcvay's father, if I remember correctly. So King would have found some reason to get even.
