USA to Communists: We keep South Vietnam or get Cuba - your choice

Is this ASB or not?
Lets assume that the US has spine and sees the invasion of South Vietnam as a break of the peace treaty.

As the world has been divided into spheres of influence (North Vietnam is communist and the South is democracy), the communists are clearly intruding into the sphere of the west.

What if Washington had the spine and the anger to tell the communists very clearly:

a) Either the North withdraws from the South and ACCEPTS that the South is inviolate, and we are willing to send them a clear and loud message about that (from diplomatic pressure up to anything to tell that you mean business)

or

b) we get Cuba in return. Castro, his cronies and every other communist may leave, provided the same applies to the leadership and the citizens of South Vietnam.

What would happen?
 
This would blatantly announce to the world that the US's so called "allies" are merely puppet states that they can do with as they wish. This would not end well AT ALL for the U.S.
 
The North Vietnamese aren't complete vassals of the Soviets. If they were then the Vietnam War wouldn't have happened as we know it, since the Soviets were originally content with the partition.

The North sees reunification as their right and destiny, and will continue as such. Maybe if the '75 invasion is repelled the peace faction gets their way since some wanted to wait to re-arm and rebuild instead of going for another offensive.

This requires a different Congress, because the post-Watergate congress couldn't care less about the South collapsing.
