They decide that encouraging more scientists, technicians, doctors, and so on to leave Germany/Austria would have a serious impact. They lobby Roosevelt to allow and encourage more of these people to come to the USA. The fact that many would be Jewish or socialist is played down in terms of national security. Roosevelt agrees and changes are made in the State Department staffing. The pace of processing these visas picks up and more of these people start coming to the USA.
