US House elections from 2000 on under proportional representation REDUX

This is the electoral college, from 2000 to 2010, as it would have been under the "Article the First":

For every state simply subtract two from the Senators, and you'll have the total number of House seats, which should equal to 1600.

Most countries don't do PR on a national basis - from what I understand, the most common system in Latin America is list PR by federal unit, Denmark and Finland use their regions, Sweden and Norway counties, Spain provinces, Greece prefectures, et cetera

And Switzerland uses cantons in its lower house, the National Council, which I use as the model for my House of Reps.
