POD is the decision by the US, to bring their election system to Germany. With that, the chancellor is elected by the electoral college. Every state can send a specific number of elector into the college which votes the chancellor. Anyway, I don't wanna ask how this would have affected elections. I answered it by myself, so here are my results.
P.S.: I used the OTL elections fore that. The party with the majority in one state, wins every "election area (Means "Wahlkreis")" in a state. The number of these areas changed in some areas. Also it depended on the size of a size, how many areas a state has. When I calculated the elections, three states became important. Nordrhein-Westfalen, Hessen and Rheinland-Pfalz. Badem-Württemberg and Bayern would go anyway to the CDU, so they are not that important (Though they have a high number of election areas.), because CDU and CSU could still lose an election, even with winning the south. And finally, here are my results:
1949: CDU/CSU: 142 electoral votes SPD: 67 electoral votes

*: ITL there were elections in 1972. So I chose it also for OTL.
**: Brandt served only one term, probably because of the Guillaume-affair.
***: Same as *.
****: In 1990 were elections because of the german reunification.
*****: Lafontaine left the Schröder cabinet ITL so he did it also OTL.
******: ITL there were elections in 2005, but with the US system, chancellor elections would be unlikely after the dissolution of the congress.
So my question is, how would the different chancellors have acted during their term. Especially Strauß, or Müntefering after 2006. What do you think. You can also say something about the chancellors, if I chose the right running mates or even chancellors (Strauss, Münthefering). Feel free to comment.
