So how can we have an American civil war starting from the end of war of 1812 and the napoleonic wars till 1850.

Any necessary PODs are at 1789.

How can we have a us civil war in the first half of the 19th century in this time period?

John Quincy Adams' 1828 tariff bill is a bit milder in its restrictions, and he manages to get re-elected in that year against Andrew Jackson, if still drawing the ire of the South. Being a more northern-oriented president, he could have responded to the South Carolina Nullification Crisis of 1832 in a different way, perhaps even sparking a federal intervention.
Another possibility, right at the tail end of your requested time limits, would be the 1850 Compromise not being passed, resulting in a Northern secession scenario. Dunno what would cause it to be rejected, though.

Why would the North leave instead of kicking the South out?
While that tends to be a legitimate deterrent question in most "alternate Civil War" scenarios, i feel like the 1850 Crisis period is the one whereas Northern secession was most likely. The Northerners mostly opposed the annexation of Texas and California, perceiving them as imperialistic moves by the South to spread slavery. Seeming that Texas became a slave state, such accusations weren't baseless.
Still, i agree that getting the North to secede would require the South to try spreading slavery northward, which is a factor to consider.
