US annexes Santo Domingo in 1870

The US almost annexed Santo Domingo in 1870. The Senate vote was 28--28 when 38 votes where needed. WI the vote had passed? Would the Spanish-American War occur sooner? How quickly would US expand into the Carribbean?

The Dominicans revolt immediately and the US pulls out in a year or 3.
 
The Puerto Ricans didn't rebel against the U.S. after 1898, though.

They had just fought a war of independence against Spain, and incidentally the same people who had (re-)annexed the Dominican Republic to Spain in the first place were the loudest voices of support for US colonisation. The US of course can win this "Second Restoration War", but it could be a rather costly venture which will be a major issue in the coming 1872 election.

Even moreso if plans develop to send the newly freed blacks to the place.

The Puerto Ricans didnt recently fought an independence war against Spain and have a battle hardened, well equipped and well trained population determined to keep its independence.
