United States west of the Appalachians remains unexplored

What does it take for what is in OTL United States west of the Appalachians to remain largely unsettled wilderness? Would one have to butterfly the Louisiana purchase, or have the thirteen colonies lose the American Revolutionary War?

This--at the very least!

After the U.S. acquires independence, U.S. settlers are going to be hungry for additional living space and thus are going to be heading west; indeed, I don't see why or how a post-independence U.S. politician would be able to effectively oppose this.

This is ASB. The perception that the British was closing off newly won territory conquered during the Seven Years' War to the settlers was one of the causes that led to the war for American independence. That land was going to be settled by either Americans or the British. And should the US government not exert authority, what you'll have instead are organized groups of pioneers declaring their own independent states.
