I'm trying to create a scenario in which most of Latin America stays together after independence from Spain. I figured out the PoD would have to be a bit back, maybe mid-17th Century.
Do you think if Spain had a better monarch than Charles IV at the time, maybe one familiar with enlightenment authors and ideas, maybe the Bourbon reforms could have gone differently, establishing a a commonwealth relationship between Spain and the West Indies?
Or if the end goal is having an independent but united Latin America, maybe it is better for the Spanish monarchs remain incompetent, and just have a much better leadership in the independence movements (I'm looking at the extremely popular, well-connected, and able Bernardo de Galvez for this).
