United, Federalistic HRE?

Is there any way for the HRE to become united along the lines of a Federal Monarchy, similar to that of the German Empire from 1871-1919 or what some were considering for Austria-Hungary?

I'm asking because I'm interested in doing a United HRE Timeline.
 
The most obvious way to cause this is changing the Napoleonic Wars, either by making Napoleon less successful in Germany (and therefore, overall) or by changing the settlement and having the HRE recreated at the end.

It seems natural to me that any HRE that continues existing until the 1840's will have a very dramatic time in that decade. Even with butterflies aside, the rising popularity of liberal ideas in Europe will cause trouble...
 
Have select HRE powers win out over several wars from Westphalia onwards and eventually leave two-four houses that intermarry. Bavaria, Brandenburg, Austria, Saxony, and Hanover are seem like the most likely choices. One might be "induced" to join the rest with junior members forming some sort of "Senate of Noblemen" or "House of (dis) Honor". This leaves a Gross-Deutschland with Austria, Bohemia, Germany, Luxembourg, most of Poland, parts of Denmark, and chunks of Italy along with parts of the Balkans in one state. While the Hungarians and Serbs may seek their fortunes elsewhere, the massive state could be integrated into a powerhouse that could dominate Continental Europe and be a match for any other power. Playing its cards right it might also be able to play a major role in colonizing the New World and building the Americas...or perhaps the Amerikas...and playing havoc with Napolean, the Ottomans, Russia, and perhaps challenging the UK at some point. The seeds of German nationalism are there though who is "German" and who is not is still malleable at that point.

Or having the Revolutionary Wars break out in one or several of the German states instead of France to begin with.

If we're looking at Napoleonic point of departures one thing I've always wondered is there any reasonable way to turn Austerlitz into a crushing French defeat? An Austro-Russian success personally led by the Emperor Francis II, well he was about so probably takes more than his fair share of the credit, would add to the imperial lustre and possible do away with the fourth peace of Pressburg - the treaty for which created the Confederation of the Rhine, made a number of territorial changes, and effectively forced Francis to dissolve the Holy Roman Empire as he didn't want Napoleon to possibly become Holy Roman Emperor in the future.
