United Dutch Republic

Well sometimes the titles of a king gives a good clue ;) One of the titles of Willem I was Duke of Limburg. For all non-Dutch and Belgians: Limburg was part of the German Confederation between 1839 and 1866.
But only after the Belgian revolt, not after. There is no reason for Limburg to become part of the German confederation with a different Belgian revolution and with all of Luxemburg part of the German Confederation. Also titles don´t say everything. The Dutch queen is Marques of Antwerp, that doesn´t make Antwerp part of the Netherlands.

I have to admit that I'm not that much into royal titles....
