What would be the effect if the ba´ahtist regimes in Syria and Iraq after 1963 got there act together and unite Syria and Iraq ?

They wouldn't. The two regimes HATED each other. Especially since Saddam Hussein, who as the VP of Iraq really ran the country, would have lost the majority of his power. It's simply ASB without a PoD that eliminates Saddam pretty early, and strengthens either Assad or an Iraqi leader other than al-Bakr.

Pan- Arabism wasn't very succesful. There were tries to bring Arab nations closer to each other and create political unions, they always failed because of two reasons: 1) The Arab nations were just different from each other, it wasn't one people wanting to be united. 2) The elites wanted to keep their power and influence and feared they'll lose it if the Arab nations came too close to unify.

Agreed. The only ones countries that could have worked were Lebanon-Syria (due to the power differential) and Iraq-Jordan (a common Hashemite government, and a power differential.).
