Substantially agreed, though not entirely. If the actually existing Soviet system had been capable of sustained economic growth and continuing notable improvements in living standards, that would have gone a long way towards providing legitimacy to the political system.

A Soviet Union that was dynamic and successful would be a system that would work, plausibly only needing tweaks. The actual situation, where the Soviet Union proved itself increasingly incapable of its promises of even growing material prosperity, cut deeply.

There is the problem that political reform and opening of the political struggle Pandora's box was needful for economic reform. China also went for some liberalization when it started economic reforms.

Kosygin reforms
Kosygin reforms had a very big lack. They gave some freedom for enterprises but didn't create market. The industrial enterprises' directors could guaranteed sell shit to the state and other enterprises, while calmly increasing the cost and, accordingly, the price of their products.
