UNDCCA- United Nations De-Colonization council on Africa

After WWII, the allies, and later the UN, decide that De-Colonization (and especially in Africa) must be done with order. For that, special committees are sent to Africa, to investigate what the locals want and need. Then, the committees give recommendations to the UNDCCA. Now, you are part of this very important council,, and your mission is to draw the new map of Africa, to create the most stabilzation and prosperity in Africa.

The locals will want tribal groupings rather than large colonial states. Then they will go to war with each other to form large post-colonial states.
Nothing really changes except that wars are between tribal nations rather than civil wars.
Possibly the best outcome would be a UN mandate for the whole of Africa (excepting South Africa and Egypt) which would oversee a gradual release of viable states after an African "Marshall Plan"
But it won't happen becuase the only reason decolonisation is happening is that the colonial powers can't afford to subsidise the colonies any more.
 
Africa won't be radically different, but could be poorer. I see no improvement resulting from this nor do I see a motivation to form such a committee.
