Picture a 21st century where French, not English, is the Lingua Franca in Europe and in many places outside Europe as well. French has the same status in Europe that English has in OTL with English having the status that french has in OTL. How widely would French be spoken as a second language in the UK and on average, to what level of proficiency?
 
The problem I have answering is that to get a world in which French is the lingua Franca, one needs to change the two hundred or so years of world domination by English speaking powers, and such a change will necessarily change the way The British view the world, but the PoD will affect how - for example, a POD of English never being accepted as the language of court in the C14th will have different repercussions to a loss in the seven years war
