UK Challenge: Con-Lib Pact?

In the early 1960s IOTL, the Liberals under Jo Grimond were moving towards as-yet-unborn neoliberalism on economics, but with a libertarian streak on crime and social policy. Could any plausible Tory leader in a hung Parliament form a Con-Lib pact, or even a coalition government?
 
Actually the Liberals were moving more to the left during that period, in spite of many of their own personal inclinations.

Really, the Tories before Thatcher could easily have made a pact with the Liberals - Heath tried in '74.
