In 1999 the success of a single base pair exchange for diseased children at the University of Pennsylvania* gave rise to proliferation of gene therapy in ever-more extreme combinations. Gathering his men and the remainder of the 'Enhanced' soldiers at Fort Drum and the Watervilet Arsenal, Col. Thomas 'Achilles' Townsend began scavenging equipment and turning the onsite Benet Labs into a conversion center to create more 'Enhanced' soldiers. An experimental biofuel plant as well as several nuclear power systems (including an incomplete prototype fusion power plant) gave Townsend a tremendous advantage in establishing a crude industrial base. Unfortunately these newer troops used an older process resulting in heightened aggression, which was used by Col. Townsend to create shock troops while the more stable soldiers previously enhanced as well as the top of the 'normal' population became officers that started conquering everything in the surrounding area. Boston (which miraculously survived with only a near miss which hit Salem - leading to discussions for centuries to come), Scranton, and New York City became rallying points for the surviving population. One of the 'Enhanced' troops saw plans for the new 'nation' Townsend had in mind, where genetic selection would determine survival and 'caste' from birth. Enhancements were planned in vastly larger numbers, which would lead to a two-tier society where fate was all but sealed from the day of conception. He decided to side with the people of New York, whose numbers betrayed a largely intact infrastructure capable of making much of that dream a reality, and began the long road to redemption.
