Is there any TL's where Trotsky rules the USSR? I know its popular enough that there probably has been a good TL over a Trotskyite USSR.

No, the people with the knowledge to write such a TL know that Trotsky had only a snowball's chance in hell of running the country and so move quickly on to considering more plausible TLs. And so far as I know, the TLs about a Trotskyite USSR so far are ASB tales of NotTrotsky that bear little resemblance to reality.
