Treaty of Whitehall enforced

The Treaty of Whitehall (or the Treaty of American Neutrality)was signed between Louis XIV of France and James II of England in November 1686 as an agreement that Continental conflict would not disrupt peace and neutrality in New France and New England. It declared that "though the two Countries might be at war in Europe their Colonies in America should continue in peace and Neutrality.
Suppose the treaty of Whitehall is actually enforced. The War of the Grand Alliance doesn't spread to North America. No King William's War or Queen Anne's War. What effect does this have on America.

1686-1689 Dominion of New England: James II's unpopular experiment in federal union between the colonies ends bitterly when rebellion quickly erupts in 1686 in Plymouth Colony and limits the influence of the Governor Edmund Andros to Boston and its immediate vicinity. In 1689 Andros is captured when Bostonians riot upon news of the Glorious Revolution.

1688-1689 Leisler's Congress: Jacob Leisler a New York merchant leads a popular rebellion against Royal Authority. Leisler requests that the English colonies of America send delegates to New York to discuss issues of common concern.

The congress resolves to abide by the terms of the treaty of Whitehall.

this Congress resolves that these Colonies are free of the conflicts of distant shores, resolves to make clear our intent to remain a non-belligerent, in this and any other conflict not having the support general public

Upon hearing of the declaration Louis XIV sends emissaries to America guaranteeing his respect for the treaty.
 
Effects of no King William's

1. No return for royal government is Massachusetts.

2. Plymouth colony remains independent.

British attack on New York in 1691 and violation of American neutrality spark anger throughout the colonies. This puts the possibility begins that Britain rather than France is America's true enemy into the minds of many Americans.
