Treaty of Versailles prohibits plebiscites during wartime

What if Treaty of Versailles had a clause that plebiscites in disputed areas were to be only conducted in times of peace of countries claiming the areas ?

Dude. This is an AH discussion site. People can discuss AH. Haven't you noticed that certain "trends" occur, in which a particular POD is discussed in a variety of threads for a while? Chill out.

With regard to this, probably a fairer division of disputed areas, provided that there are independent observers, not just the governments that have established themselves in the aftermath of the war.
 
Germany gets only 94% in Mazuria. That's the difference. Have you ever talked to a protestant Mazurian. They saw themselves as German the same way the population of Alsace saw themselves as French. They were protestant and never wanted to live under catholic rule. After WWII most of them were expelled but even most of the ones thaht weren't emigrated to germany between 1950 and 2000.
