Treaty of San Stefano Enforced

The problem is, Greater Bulgaria puts Austria-Hungary in a much difficult position when Russia suddenly has a larger zone of influence. Vienna will not support it but will not object to it either. At best they might demand Albania as an extra compensation which of course will piss off Italy.

The Ottomans have 1 advantage now: Bulgaria will become a pariah in the Balkans with both Serbia and Greece being hostile towards them. The chance of this is likelier when Bulgaria will not act as a Russian vassal.
In this scenario, Bulgaria might actually ally with the Ottomans. Bulgaria doesn't really have any significant demands against the Ottomans any more, while Serbia and Greece are a threat to Bulgaria as well. In particular, I imagine Bulgaria would prefer Salonika to be an Ottoman exclave under de-facto Bulgarian protection rather than being part of Greece.
 
This is good and bad for the Ottomans as I see it. I think San Stefano being implemented/enforced costs them the western Balkans far sooner, but possibly leaves them with slightly more land in Europe overall in the medium to long term. However, these changes could provide a boost to the cohesion of the now more Islamic empire, and might boost reform/centralization efforts.
