While this thread is about the naval forces in the SGW (and i would like to know the smaller navies ships), will it also involve the carriers aircrafts as well?

Wouldn't the Akagi and Kaga still be in their original form in tl191? Since their was no Washington Naval Treaty.

If the USN was converting battlecruiser hulls to carriers, it's fair to assume the IJN would do the same.

If that was the case it would likely be Atago and Ashitaka/Takao rather than Akagi, and Kaga is a battleship not a battlecruiser and was a second choice even in OTL
True: Amagi was the intended second conversion, but the Kanto Earthquake OTL (did it happen TTL?) wrecked her on the slipway.

No indication but the earthquake should still happen, but Amagi was only on the ways because she was being converted. If the IJN is keeping any 16" battlecrusiers it would be Amagi and Akagi and Atago and Takao/Ashitaka would be converted, that's both the cheapest and gets the best ships. Owari and the long lead materials for #13 are what would be wrecked in the quake without the very specific circumstances of OTL's WNT
Edit: Assuming of course the IJN building program isn't butterflied all to hell by an 1862 POD, like it darn well should be
