It was stated in the book that they occupied Belgium, so I would say that Belgium and Luxembourg are probably both in the German Empire, as well as most of Lorraine. Austria-Hungary still has a good chance of imploding, so a merger of the two states (at least the German parts of AH) is likely after the end. Their colonial holdings are likely to have expanded with the capture of the Belgian Congo and French colonies.
