Timeline 191: Mexican Assistance in the First Great War?

How plausible would it be for the Mexican Empire in Harry Turtledove's Southern Victory saga to fully
participate the First Great War to an extant equal or greater than what they provided the 2nd Great War?
 
They'd have a tough time of it... the only border they have on the US is Baja, and IIRC, their armed forces were pretty backwards... the CSA might be able to upgrade their armaments for a while, but would have problems later when/if the war turned against them. There is also the question of just what they'd get our of it... extend Baja's border north?
