Tibet: a stonger Mongolia?

Before Tibet renounced violence and became a pacifist Buddhist state, they were just as formidable as mongols. They were bent on raiding and destoying china, india, and the Arab world.

If a POD were to elimate Buddhism from taking root in Tibet, could we see a Tibetan Empire stretching from Hungary to Java? Anyone have ideas?
