In the Morgenthau Proposal, Roosevelt Proposal, and Churchill Proposal for partitioning Germany, the idea of establishing a South Germany separate from the rest came up frequently.
OTL, one could semi-argue that this happened via the separation of Austria I suppose. Bavaria looked at breaking off of Germany post-WWII as well.
What if following WWII, it was decided that it would be best for Southern Germany to be an Austria-like neutral state?
The main theater of war was always going to be along the North European Plain, so a neutral South Germany could be a plus as far as military procurement goes for both sides.
