There is no empire in Persia after the Parthians

Didn't the Kushans already have a good record when it came to integrating and adopting some of the culture of the Greco-Bactrians? They'd probably continue with a similar policy after absorbing the former Parthian Empire. Which would more or less equate to the same policy towards Hellenism the Parthians had in place.

Also, as for Roman interests, the Parthians were the best thing to ever happen to the Romans on the eastern border. Decentralized, fairly weaK, relatively easy foes, they were the perfect empire to border Rome in the east from Rome's perspective (of course, this is only viewed from hindsight).

Also would the empire have to split without the dual threat of the Persians and the Germans at the same time?
