What hasn't been claimed yet?
There are countries without second-level divisions as well, or in the case of Libya, without any available information of them.
China has fourth-level and fifth-level divisions, but generally you can only find maps of up to the third level (county/district). Wikipedia has exactly one map each of Yunnan and Guizhou with fourth-level divisions (township/subdistrict/town). https://en.wikipedia.org/wiki/Townships_of_China

As far as I know there is still alot to do

I know Italy, Ukraine, Russia, China, parts of Africa, Brazil, Colombia, Venezuela, and Indonesia need completion

As far as I know France or United States has sixth level administrative divisions... any countries with seventh level or beyond?

It's been like 7 months, but India (and Bangladesh) are now finished.
