I die a little more inside every time I see a large number of congressional districts.
Well, if you're gonna rely on me, you're gonna need this:
This is a patch with Pennsylvania's new court-ordered Districts. (Now, if only they can do something about Maryland...)
@Klime is having a hard time finding a good image of the governates of Iraq, so I thought I might help:
The subdistricts (third level), not the governorates (first level)
that's the districts (second level)
All I could find of the third level were just cities. Besides, Wikipedia didn't have ALL of the districts highlit, so I found this on Google Images.
I know this thread is ancient, but still...Anyway, I've found a site that can display any administrative division of any country, territory, dependency, etc. (mostly).
