The United States breaking down to warlordism before 1900

It's not so much that as it is warlordism is rare, especially in situations where there was already several sources of local and external political control. Frankly it's ridiculous to say that all the state governments fell apart to such an extent that they are taken over by ad hoc militarists and warlords. The only places where that is possible are the Western territories who's governments held little power and which we're relatively poor.
 
America was too developed at independence to devolve into little fiefdoms ruled by a caudillo.

Retard development of institutions in America, and you have a chance of this occurring.

Really I think the problem here is just that America was to federalized for it to break out into warlordism, if the central government collapsed and the nation broke apart each individual state has its own military and government already in place so its likely they would just stay that way or individual states could form there own mini US's in New England or the south. Again you very well could see warlordism breaking out are the territories and semi settled regions where the local natives and whites would be fighting for control of the region.
