I meant Henry VIII's brother, Arthur. Since the Tudors claim descent from King Arthur, that's why he's Arthur II.

The numbering system starts as of the Norman Conquest, although I see why you make the mistake. The numbering system i.e. "Arthur the First" is actually shorthand for the long-abandoned full version which would be

"Arthur, the First of that name since the time of the Norman Conquest"

But Arthur was the legendary king of Britain. It would be great for Tudor prestige to be 'descended' from him.
