The Tsar in the Snows of the East

I really love fictional countries (and defunct ones but mostly fictional ones) and I have a thing for trying really hard to fit them into history when they take place in the real world such as this one does. So, my point, I guess.

The Tsardom of Tyrnovo (Tarnovo is also used) is located in south-eastern Siberia in a nondescript area of some considerable size (at the moment), it possesses borders with modern Russia, Mongolia and the PRC, it is however land-locked. On to my I guess question, Tyrnovo has been around since 1742, it has never been part of Greater Russia (the Tsardom, the Empire, the Soviet Union, the Federation), though it is Russianesque itself. I was wondering if anyone had suggestions/questions as to how Tarnovo might be allowed to continue to exist without Russia annexing it. This nation-idea is very much a work in progress and I don't have a world thought out for it yet necessarily and I apologise for that.

I also apologise for this being my first post and it being so shabby.
 
Okay, lets get this party started:'the only way for this country to exist is for an ideologically aligned nation to prop it up. The only plausible nation in the region to do that is China.

I can see this working in the beginning of their history, the Qing Dynasty I don't think would mind a friendly "European" nation adverse to all the hostile ones, but they'd be rather screwed around the Xinhai, wouldn't they?

The existence of a westernized state on the borders of Qing China could easily butterfly Xinhai. Pretty much, the Emperor is convinced by Tyrnovan technology that China neds to modernize, and pretty much makes a deal with them that he'll protect them from Russia in exchange for them helping him modernize China.

Huh, that's a good point I hadn't considered and it does make sense both in terms of realpolitik and basic Common Sense.
