The truly English Pale?

is there any way for The Pale to remain largely ethnically/culturally English after the Anglican Reformation and the Plantation of Ulster?

Seems unlikely; from what I know, it was barely English before the Reformation and Plantation, as the so-called Old English were pretty well assimilated into the native Irish population. Even in the Pale (I think) quite a few of them spoke Irish and (after the Reformation) remained Catholic.

No Cromwell would help. Although the Old English were always more like a third party as different from the English English as from the native Irish. Compare the Spanish Criollos versus the Peninsulares in Spanish America, perhaps.
