The traveling Samurai challenge

The goal here is to keep Japan a closed off society, yet at the same time have it be a common thing to have Japanese travel about the world. Perhaps any masterless Samurai is kicked out of the nation?
 
I once read in a historical novel that there where Japanese Samurais in Siam IOTL, in the early XVII century, as members of the Kings' guard. They supposedly were there before the total prohibition of leaving the country was established in Japan. After it passed, they had to stay there.

Don't know if this is true.

But if somehow Japan were just slightly less closed (more or less like China), masterless Samurais or poor Samurais might leave the country and enlists themselves as elite warriors in other East or South East Asian countries.

In order to keep Japan as a close society, and to prevent the Samirai emigrees from bringing new ideas into the country when they return, maybe you can have a bill that allows Japanese citizens to leave the country, but that doesn't allow them to come back if they chose to go.
