The Les Dawson of UK politics, John 2 Shags Prescott, condemned the Liberal Democrats as really only Tories anyway, post GE defeat. What if labour was a minor party in UK politics, with the Conservatives and the Liberals being the major players.
 
You're going to have to be a bit more specific, how did this happen? WW1 would probably have to be averted, or very different, which would cause massive butterflies in itself. How did the Liberal party survive? Did it try harder to keep Labour-Liberals in the party with more concessions? Did the Labopur party tear itself apart or make itself look unappealing somehow?
 
The ILP was a reasonably late developer, and if the Liberals could keep their more radical elements under their own banner then it might not take off at all - rather how the SDF never really did in the previous century.

One might have the politics of the true left being more fabian in approach, in that it seeks to influence other parties, rather than every really gets going as its own party

That's how it was before the 1920s.

Probably no major changes until after the war because financial issues prevented the prewar Labour government from doing anything ambitious. Postwar, no nationalisation of major industries (probably an improvement) and the unions wouldn't have attained the same power or acted as militantly as in OTL during the 60s and 70s (a definite improvement). There would be welfare legislation but not the National Health Service.

Foreign policy about the same as OTL. The Liberals would want to join the Common Market as in OTL. This might influence the Conservatives to be against it and to try to make the Commonwealth into a free trading area.
