The Senate Fights Praetorians After Caligula Dies

After Caligula died, the Praetorian Guard elevated Claudius to Emperor and carried him off to their camp. The Senate vowed to prevent him from being Emperor (either to make one of their own Emperor or abolish the Principate altogether) and mobilized some forces of their own, as well as some armed slaves. They fortified themselves on one or more of the hills and there was a standoff.

However, Claudius bought them off and the Senate had no choice but to surrender. WI Claudius hadn't bribed the Senate's soldiers (urban guard under the city Prefect) or his bribes had no effect?
