The Restoration of the Inca Empire

The Inca Plan was the idea that the infant United Provinces of South America would put an ethnic Incan on the throne of the country, creating a constitutional monarchy.

While getting a hard refusal from Buenos Aires, the plan saw a lot of support among a few key people, and a good amount of the public.

So what if the Inca Plan was accepted?

What would happen to non Incas in this restored Inca empire? Would they have been assimilated, suppresed or removed?

I could see naming the confederation Inca Republic or similar, however I don't see many Spanish elites cottoning to the idea of a native ruler, figurehead or not.

It's not absolute monarchy, the cabinet still has Spanish, and Hestizo populations, but the idea would be giving Natives a good amount of power in the government, and seen on equal footing, or something like that.

You are probably too early in time for democracy in South America. The Indios and mestizos are still mostly subject peoples, with a few wealthier, better connected families among the ruling elite.
 
The empire would have some sort of policy on minorities. Maybe the empire could be hands off on such questions, but the Incas might want to secure their language at the expense of Spanish.
I can see a revival of Inca culture spreading among the royal court and the lower classes, but no way are the wealthy criollos going to give up their identity.
 
Please note that i'm not wholly discrediting the plausibility of the Inca Plan succeeding, i'm only measuring the possible cultural effects.
That said, what would happen in case the plan is accepted? Would this stoke the fires of secessionism in the Province of Buenos Aires?

I think the Province of Buenos Aires might just stay, as it doesn't really mean the end of the world. The only thing is, is it gives the Natives more representation, and overall more national unity to the country, especially when the colonization of Patagonia occurs, and Native populations are absorbed.

But it could be interpreted as a shameless imposition of power by San Martín and the Tucuman Congress, which might result in Buenos Aires quitting the Congress and electing Carlota Joaquina as their rival monarch, or proclaiming a republic. Portuguese Brazil wouldn't believe its luck in this moment, and i can see João VI sending troops to occupy or even annex Paraguay, Uruguay, Misiones, Corrientes, and Entre-Ríos.
Which makes me wonder... with eastward expansion blocked, would the "Inca Kingdom of Argentina" start looking north or westwards for expansion, perhaps merging with Bolivia and conquering a portion of Peru?

Brazil and Argentina argued over this area for years. Nothing new. Bolivia may be too far from the center of Argentine power at this time. Peru is definitely a step too far.
