The Purpose of Treaty Ports?

So I was thinking; treaty ports in China were there to provide 'gateways' for European powers to Chinese markets, right? Or at least, that's what I think. I've never really been sure.

That said, could the concept have been applied to other nations? Britain had a lot of economic interest in South America during the 19th Century, for example; could they have taken port cities in Brazil or Argentina, Peru or Chile, to use as naval bases and economic gateways like they did in Hong Kong and other parts of China?

Edit: Of course, there is the Monroe Doctrine to contend with, but the US wasn't exactly Britain's equal in the 19th Century, and Britain's support of the Monroe Doctrine was purely in their own economic interest. On the back of that, would it make economic sense to have 'treaty ports' in the Americas?
 
Treaty Ports were established in Asia because the Asian countries were reluctant to trade except in a few selected locations.There's no such need to have treaty ports in the Americas because the Latin Americans were fully open to trade.
 
I think treaty ports worked in China because
  1. that's what China wanted and
  2. China was too big to directly conquer anyways.
Hence it's cost-effective to have small areas along the borders, in strategic regions where riverways and main trade routes are easily accessible, to station troops, company HQs, and harbours.
This idea only worked around China/Japan/Korea because that was how they functioned for centuries - almost zero external trade, except through these specific routes. Therefore this to succeed in other regions, say Brazil or Peru, these countries need to attempt an isolation policy where they attempt to close off borders from barbarians and smugglers by isolating the cause for trade to a few ports.
An idea: let's say a Bolivarian Latin America, most likely Colombia+Venezuela+etc, attempt this policy because small famers suffer heavily from foreign trade. They also somehow succeed in staving US military expeditions. This will allow treaty ports to grow, most likely near Caracas and Panama, for US/UK/etc to focus their investments in.
 
Aside from the economic aspects there was also the naval (military and civil) aspects, basically most of the European powers needed safe havens for ships and shipping in East Asia, something which none of them really needed in the America's, what with the Dutch, French and British all owning territory in the Caribbean and northern South America which was close enough to all the major ports of the America's.
