The post-Napoleonic peace if Napoleon wins at Waterloo

Not if he would have won at Waterloo.

That depends largely on how he moves on from the victory.

If, like when he initially retook the Imperial Throne, he informed the French people and the international community that all he desires is peace and is willing to sit down and negotiate, then French popular opinion probably backs him (Of course, he's still an international outlaw so the Big Four deciding to take him up on that offer while Russia and Austria are still on the field is unlikely to the extreme). But if he seems on the verge of dragging the country into another campaign of conquest rather than merely "aggressive defense"... that's alot trickier. France is exhausted after decades of war.
