Not sure if it counts as truly “Post-apocalyptic“, but some of the 1930s and 1920s narrow-gauge equipment certainly looks like they’d fit in with Mad Max.

It does not look like it. They are not wearing anti-radiation suits.
You can very much visit that without one, provided you don't hang around for too long. Apparently, the sort of radiation you find there these days is more about length of exposure than raw strength.

This building was the site of the 2007 ASEAN summit but has fallen into disrepair ever since. It was marred by controversies from government corruption regarding the cost of the structure. Following the 7.2 magnitude earthquake that hit the Visayas on October 15, 2013, the structure was severely damaged to the point you could see its rusty metal skeleton. In 2016, the grounds around the convention center were turned into a temporary shelter/settlement for fire victims, many of which still settle there to this day in 2021.
